The Certificate Of Origin Of Qinghai Tibetan Carpet Enterprises Is Handled In A "Second Check Second Sign" Manner

Reporters learned from Xihai Customs under Xining Customs on the 25th that the customs department has fully implemented the "intelligent audit+self-service printing" mode among enterprises under its jurisdiction, and the certificate of origin processing has achieved "second audit and second sign", helping enterprises to improve customs clearance efficiency while reducing comprehensive operating costs.

Tibetan carpets, oriental carpets and Persian carpets are called three famous carpets in the world. Qinghai Tibetan carpet has become a "window" to display the unique natural scenery and national culture of the Qinghai Tibet Plateau, and a beautiful business card for Qinghai's foreign trade export.

In 2024, Xihai Customs will issue certificates of origin for carpet enterprises under its jurisdiction with a value of more than 10 million yuan, helping enterprises reduce or exempt taxes by 1.066 million yuan. Last year, the export of carpet and textile floor covering products in Qinghai Province reached 100 million yuan, expanding to 27 countries and regions.

At the same time, Xihai Customs actively played the role of the liaison mechanism between customs and enterprises, set up the "origin commissioner" to accurately connect the supply chain of enterprises and downstream markets, help enterprises sort out the scope and extent of tariff concessions for products under free trade agreements such as RCEP, provide enterprises with a dynamic list of optimal preferential schemes for tariff concessions, and improve the international competitiveness of products.

"Xihai Customs has provided us with many opinions and suggestions on the classification of goods, key declaration points, applicable policies and other aspects of our foreign trade business, and relevant personnel have also given us one-on-one guidance when handling customs clearance procedures." Gao Xiaofeng, manager of Shengyuan Carpet Group Co., Ltd., said that the company has trade relations with more than 20 countries and regions, including Singapore, the United States and the United Arab Emirates.

Zhao Qifeng, Deputy Director of Xihai Customs, said that he would implement 15 measures taken by the General Administration of Customs to support the new era to further promote the development of the western region to form a new pattern, help Qinghai enterprises to improve their competitiveness in overseas markets, and continue to promote the emergence of "blue brand" cultural products with national characteristics represented by Qinghai Tibetan carpets on the world stage.
