At the press conference, a reporter said that since July, 10 customs in China have tried out the pilot projects of cross-border e-commerce B2B export supervision, and another 12 customs offices were added in September. Could you talk about the customs' views on the supervision of cross-border e-commerce B2B and whether there are any customs that may be added to the pilot program in the future, especially within this year?

Li Kuiwen said that as an emerging trade format, cross-border e-commerce has risen against the trend with its advantages of online trading, non-contact delivery and short trading chain, which has played a positive role in coping with the impact of the epidemic for foreign trade enterprises. During the epidemic period, the import and export volume of cross-border e-commerce increased instead of falling, becoming an important force to stabilize foreign trade. In the first three quarters, China's import and export through the customs cross-border e-commerce management platform reached 187.39 billion yuan, up 52.8% year-on-year. This also includes the 9710 and 9810 trade modes added on July 1 this year. The customs adheres to the concept of "inclusiveness, prudence, innovation and coordination", constantly innovates and optimizes the regulatory system, and supports the healthy and orderly development of new business.

Li Kuiwen introduced that the General Administration of Customs innovated the pilot project of cross-border e-commerce export to enterprises (B2B), and added 9710 and 9810 trade modes. From July 1, a pilot project will be carried out in 10 customs directly under Beijing to promote the innovation achievements of cross-border e-commerce supervision from B2C to B2B, and support customs clearance facilitation measures. The pilot enterprises can apply such measures as "one-time registration, one point docking, priority inspection, allowing customs transfer, and facilitating return of goods". Small and medium-sized and micro enterprises can also choose more convenient customs clearance channels for goods with low single ticket value, and goods transacted in online exhibitions such as Guangzhou Fair can also be applied to enjoy customs clearance convenience under the new regulations. Since September 1, the General Administration of Customs has further expanded the pilot scope to 22 customs directly under the central government. Over the past two months since the pilot measure was launched, its business has been expanding continuously. The number of participating enterprises, the number of declaration forms and the value of export goods have increased steadily, which has been widely praised by all walks of life and enterprises.

For example, in terms of cross-border e-commerce channel development, Li Kui Wen said that there are other measures to promote cross-border e-commerce. Due to the impact of the epidemic, international flights have been largely suspended and reduced, and the traditional transport capacity has been sharply reduced. The General Administration of Customs has timely issued 10 measures to support the development of China EU trains and support the use of the capacity of China EU trains to carry out cross-border e-commerce, mail and other transportation businesses. During the epidemic period, the customs supported postal departments to open temporary mail routes for entry and exit, opening 15 temporary exit ports and 13 temporary entry ports, and actively distributed inbound and outbound mail and cross-border e-commerce commodities.

In addition, comprehensive promotion of cross-border e-commerce export goods return regulatory measures. We will explore the establishment of efficient, safe and fast channels for cross-border e-commerce export returns, solve the problem of "difficult return", and fully support cross-border e-commerce export enterprises to "sell globally". We will optimize the import and return measures for cross-border e-commerce retail, help enterprises overcome the impact of logistics delay caused by the epidemic, and help enterprises improve their after-sales service system.
