It is 4 months before the European Union decides whether to withdraw Kampuchea's EBA tax exemption from Europe. According to the foreign press release of the EU executive committee in December 11th (2019), the preliminary report on the start of the cancellation of the Kampuchea EBA procedure has been completed. The report has been sent to the government of Kampuchea and the Cambodian government should explain and respond to the report within 1 months.

The report said: "the purpose of starting the cancellation of the EBA procedure in Kampuchea is because of the EU's concern about human rights and labour rights in Kampuchea. However, the European Union continues to cooperate with the government of Kampuchea on this issue so as to really improve the rights and interests of Cambodia and avoid the excessive negative impact of EBA on Kampuchea. "

The Ministry of foreign affairs of Cambodia said that (11) 12, the Kampuchea government had received reports from the EU executive committee, and Kampuchea will respond to this report by December 12th. The Ministry of foreign affairs of Cambodia optimistically predicted the decision made by the European Union in February 2020 when it did not withdraw the preferential treatment of EBA in Kampuchea.
