In order to effectively improve the design problems in the short board area of manufacturing industry, enhance the design capability of manufacturing industry, and support the construction of manufacturing power, the Ministry of industry and information technology jointly formulated the special action plan (2019-2022 years) for improving the design capability of manufacturing industry (the "action plan") issued by the Ministry of industry and information technology, the national development and Reform Commission, the Ministry of education, the Ministry of finance, the Ministry of human resources and social security, the Ministry of Commerce, the General Administration of Taxation, the General Administration of market supervision, the National Bureau of statistics, the Institute of engineering, the Banking Regulatory Commission, the Securities Regulatory Commission and the intellectual property office. The relevant contents of the plan of action are read as follows:
Question 1: What is the background of the action plan?
Answer: In recent years, the Ministry of industry and information technology and related departments have actively promoted the innovation and development of industrial design, and have carried out a series of work and achieved certain results. At present, with the advent of the new round of technological revolution and industrial change, the connotation and denotation of industrial design have undergone many changes. At the same time, the lack of design capability has become one of the bottlenecks and important factors that affect the transformation and upgrading of the manufacturing industry. It is still urgent to strengthen the design basic research and data accumulation, design tools and methods, design personnel training, test validation and public service capabilities. For this reason, we have carried out investigation and research, and have held many discussions on local authorities, industry organizations, scientific research institutions, colleges and universities, and design companies. Around the implementation of the relevant requirements for building a strong manufacturing country, aiming at the design problems of short board in manufacturing industry, the special action to enhance the design capability of manufacturing industry is put forward. Question two: What is the general requirement of the action plan?
Answer: The plan of action put forward the plan of action, guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, comprehensively implementing the spirit of the nineteen and third Plenary Session of the nineteen Central Committee of the party and adhering to the new development concept. Question three: What are the objectives set in the action plan?
Answer: On the basis of adhering to the basic principles of market orientation, innovation driven, co-ordination and point to point, the action plan put forward that in 4 years or so, the design problems in the short board area of manufacturing industry will be effectively improved, the basic research system of industrial design will be gradually completed, the public service capacity will be greatly improved, and the talent training mode will be innovating and developing. In the high-end CNC machine tools, industrial robots, automobiles, power equipment, petrochemical equipment, heavy machinery and other industries, as well as energy saving, environmental protection, artificial intelligence and other fields to achieve original design breakthrough. A number of industry and national standards have been formed in system design, artificial intelligence design and ecological design, and a number of useful and professional design tools have been developed. The national industrial design and Research Institute will be set up at a high level to improve the basic research capacity and public service level of industrial design. We will create about 10 service manufacturing demonstration cities featuring design services, develop and expand more than 200 state-level industrial design centers, create backbone of design innovation, and lead the development trend of industrial design. Promote the "new engineering" education mode of industrial design, innovate the training mode of design personnel, and create about 100 manufacturing design training bases. Question four: What are the key tasks put forward in the action plan? Answer: In view of the outstanding problems in the design and development of short board in manufacturing industry, 5 major tasks and 13 initiatives are put forward. First, lay a solid foundation for the design of manufacturing industry. It is necessary to intensify basic research and develop advanced and applicable design software. Two, we should promote design breakthroughs in key areas. It is necessary to make up the short board of equipment manufacturing design, enhance the design level of traditional superior industries, vigorously promote system design and ecological design; and the three is to cultivate high-end manufacturing design talents. It is proposed that we should reform the training mode of design talents in manufacturing industry, unimpede the development path of designers, and four, foster the main body of design. It is necessary to speed up the cultivation of the backbone of industrial design and promote the professional development of small and medium-sized enterprises in design. The five is to build industrial design public service network. It is necessary to improve the service system of industrial design research, build a collaborative design platform for creating and sharing, strengthen the protection of design intellectual property rights, and create a social atmosphere conducive to the development of design. Around the various tasks, the action plan has proposed 6 projects, including key design software iteration, key design breakthroughs, cultivation of design talents in manufacturing industry, design innovation of small and medium-sized enterprises, public service system of industrial design, and protection of intellectual property rights in industrial design. Question five: How can we ensure the implementation of the action plan?
Answer: The plan of action puts forward 4 safeguards in terms of organizational coordination, policy guidance, investment and financing channels, and policy publicity, so as to ensure the smooth implementation of various tasks. In terms of organization and coordination, the action plan proposes that relevant departments should set up a coordinated and joint working mechanism. The relevant departments in all regions should combine the reality and deploy the tasks. The relevant industry organizations and social organizations should participate extensively in the implementation of various tasks. In terms of policy guidance, the action plan proposes to revise policies to promote the development of industrial design and expand the connotation and extension of design. Using relevant departments' existing channels and major projects to support the upgrading of manufacturing design capability. The enterprise provides the technology transfer, technology development and related technical consultation and technical services revenue, and enjoys preferential tax policies according to the provisions of the state tax law. Strengthen industry statistics and monitoring. In terms of investment and financing channels, the action plan proposes that social capital should be encouraged to set up a design industry fund. Encourage qualified listed companies to raise funds on the market. Banks and other financial institutions are encouraged to provide personalized services for design enterprises and broaden the scope of collateral. We should encourage the guarantee institutions to set up special guarantee varieties and increase the support for the credit guarantee of design enterprises and design innovation projects. In terms of policy advocacy, the plan of action proposes vigorously publicizing outstanding achievements, events, key enterprises and leading talents in the field of design. We should strengthen publicity on the protection of intellectual property rights in design, and enhance the sense of good faith management. We should constantly expand the social impact of design innovation and create a good atmosphere for the whole society to attach importance to design and promote the development of design.
