In view of the large number of enterprises and shippers in the case, the industrial problems are prominent, which has a great impact on the development of the fur industry in China. In order to narrow the blow up and give the majority of enterprises and shippers a chance to turn over a new leaf and strive for leniency, according to the relevant provisions of the criminal law of the People's Republic of China, the criminal procedure law of People's Republic of China, and the criminal justice policy of temper justice with mercy, the following are the following:

1. Since the date of promulgation of this circular, any enterprise or shipper involved in the "1301 project" must immediately stop its criminal activities and go to the Shantou customs anti smuggling Bureau, the local customs anti smuggling Bureau or the public security organ before October 30, 2014 to voluntarily surrender the case to the investigating authorities to faithfully explain the facts of the crime.

The investigation authorities may take unsecured coercive measures such as guarantor pending trial according to law. After the end of investigation, the investigation organ will advise the procuratorial organ and the people's court to lighten or mitigate the criminal penalty according to law.

Three. Where Regulations If the case is refused to surrender voluntarily within the time limit, the investigation organ will take various pursuit measures to arrest it. Anyone involved in a case or any other person who has one of the following circumstances shall be severely punished according to law.

(1) destruction, concealment, transfer of evidence or stolen money and other related goods;

(two) refusing to surrender or continue committing a crime within the prescribed time limit;

(three) to conspire for the escaped personnel to enter into a conspiracy of attack and defense and resist the case investigation.

(four) there are other circumstances that are severely punished according to law.

All leather industry associations, the leather market management departments, the families of the involved owners and people from all walks of life are invited to actively mobilize and urge the involved enterprises and shippers to take the initiative to accept the investigation within the prescribed time according to the circular requirements.
