China Shoes Capital: Jinjiang Professional Market "Experimental Field"

China Shoes Capital

One day before Qingming Festival, it was already over 5 p.m., and two people had entered the working group of the Chinese shoe market in Chen Dai Town, who were the owners of shoe material business.

"It is said that merchants who enter the shoe market can enjoy preferential tax policies, and we will come and see them."

One of them, Mr. Ding, told reporters.

Who knows, this "look" is more than an hour, the Chinese shoe market work group small Cai Zhi to close to 7 o'clock before leaving work, but in the heart is very happy.

After a detailed understanding of preferential policies, store location and other information, several bosses have signed the "rental store intention application form", requiring the shoes to reserve shop front for them.

The preferential policy adopted by shoe bosses refers to the "opinions of the Jinjiang municipal government on supporting the prosperity of China's footwear industry in Jinjiang, China," which has been implemented since April 1st, and has attracted the attention of the footwear industry in recent days.

As a matter of fact, shoes are only a "test field" for Jinjiang to develop professional markets.

In accordance with the strategic decision of Jinjiang municipal Party committee and municipal government, we will formulate policies to vigorously support the prosperity of the professional market and promote the development of the third industry in the future. Jinjiang will take the lead in promoting the development of the two industries.

Overall situation: the development of the third industry lags behind that of the third industry in the whole province, which is one of the embarrassments that Jinjiang is facing at present.

It is reported that in 2007, the proportion of three industrial structures in Jinjiang was 1.9: 65.8: 32.3, while in the whole province, the proportion was 11.3:49.2:39.5. It can be seen that the proportion of third industries in Jinjiang is lower than that in the whole province.

In fact, even in Quanzhou, the proportion of the third industry in Jinjiang is slightly lower.

To this end, at the two session of the fifteen National People's Congress of Jinjiang, the Jinjiang municipal government will vigorously develop the third industry as one of the development directions.

At the beginning of this year, the Jinjiang Finance Bureau took the lead in coordinating the national tax, land tax, industry and commerce departments and other research departments, and went deep into the streets of Chen Dai, Luoshan, Anhai and other towns to understand the business status of shoes, automobiles, steel and other commercial markets.

"We have held discussions with representatives of the town government, tax authorities, chambers of Commerce and business households. Only 10 sessions have been held.

Zhuang Mingli, director of the Jinjiang Municipal Finance Bureau, who has witnessed this process, told reporters that compared to the market of automobiles and steel, Chen Dai's shoe material market is the most large-scale and has the most obvious support for the local industry. Therefore, the research group decided to set up a supporting policy with the Chen Dai market as a pilot project.

Node: Chen Tai has not been able to sit on the crucial stage of pformation, not only the Jinjiang municipal government.

After the test of the shoe industry facing many disadvantages and the relocation of large scale enterprises, Chen Dai town began to look for new economic growth points.

Li Deming, deputy secretary of the Party committee of Chen Dai Town, who is in charge of the economy, said that Chen Dai town has now entered another key node. There is no doubt that the trade and circulation industry represented by the shoe material market is one of the most potential and most fundamental bright spots at present.

In recent years, the economy of Chen Dai town has maintained a growth rate of more than two digits.

However, due to limited land, many enterprises began to move out.

According to incomplete statistics, since 2003, more than 100 enterprises have moved out of Chen Dai Town, and most of them are large scale enterprises.

Therefore, the pressure of economic development indicators on the government and enterprises is self-evident.

Chen Dai shoe material market started in the 80s of last century, the earliest one street, dozens of shops in operation.

Since then, with the development of the footwear industry, there are more than 1000 shops on the 4 streets arranged in a "well" shape. The shoe market, which integrates shoe material wholesale and retail, storage and pportation, and shoe machine sales, stretches for several kilometers.

Here, as far as shoe making machinery is concerned, small shoe studs and shoe buckles are available as long as they are needed by the shoe industry.

According to conservative estimates, the annual turnover of Chen Dai town's shoe market is at least 10 billion yuan, but the statistics of the tax department are far from that.

"The main reason is that some enterprises in Jinjiang choose to make invoices in different places because of their interest drive, resulting in the loss of tax sources."

Tong Yuxiao, a discipline inspection leader of the Jinjiang municipal land tax bureau, said.

Predicament: the market lacks standardization and scale. Although there are many merchants in Chai Tai shoe material market, its distribution is scattered and unscaled.

A shoe manufacturer from abroad told reporters that in order to purchase a EVA granulation, he turned around for a week to find it.

"No division of products, you can only look around, see stores that sell related products, go in and ask."

"Shishi's clothing market is the earliest form in the country, but now when it comes to the clothing market, everyone's first reaction is to go to Humen, Guangdong. Why?"

Ding Ronghua, chairman of the Chai Tai chamber of Commerce and chairman of Jinjiang Dalong Clothing Co., Ltd. believes that the scale and standardization of the professional market is the key to the rapid growth of the market and further expand its influence.

To this end, he has made numerous appeals to the relevant departments and submitted reports.

In this regard, Chen Dai town government is also worried.

A few years ago, Macao Jinlong Group invested in nearly 200 acres of Chinese shoes city in Chen Dai town. But because of the main development and operation of the real estate mode, the lack of professional market management service functions, and the confusion of merchants, the shoes were not expected to be hot.

It is reported that the existing 2162 storefront stores, since its formal operation in 2006, only nearly 500 stores opened, the opening rate accounted for only 23%, it is difficult to achieve the desired results.

Breaking the situation: the government leased the shop tax and tax base. In order to make the shoes quickly melt into the market and form a large-scale effect, the Jinjiang municipal government set up a working group of China shoes market, and boldly adopted the way of leaseback, renting the storefront with idle shoes, operated by the economic Development Department of Chen Dai Town, giving some preferential treatment in the aspects of store rent and taxation.

"From the owners at the higher price, and then rent at a lower price, the difference can only be given by the government financial subsidies."

Zhuang Mingli, director of the Jinjiang Municipal Finance Bureau, said that the leaseback operation period was three years, and it was definitely a "losing money business". Its purpose was to enable the shoes to flourish as soon as possible.

On the tax side, Li Jianhui, the mayor of Jinjiang, made it clear at the coordination meeting that the relevant departments should reduce the tax burden of enterprises to the maximum extent according to the principle of exemption and reduction.

In the case of shops selling rents of 3000 yuan per month for shoes, for example, assuming that the annual sales amount is 5 million yuan, according to the original policy, business enterprises should pay taxes and fees above 80 thousand yuan, and individual businesses and businesses are basically over 200 thousand yuan. However, after implementing preferential policies, the taxes and charges on business enterprises and individual industrial and commercial households should be reduced by at least 40 thousand yuan and 180 thousand yuan respectively, and their tax burden is the same as that of the Xiamen special economic zone.

At the same time, the finance department will also give certain rewards to the business enterprises that are entering the shoe capital.

"In this way, there will be a majority of enterprises returning to the field because of tax reasons."

As the main drafting unit of the policy, Zhuang Mingli, director of the Jinjiang Municipal Finance Bureau, thinks that light tax and wide tax base are the original intention of the government to formulate preferential policies.

Outlook: the professional market looks forward to the wind and water. The official bridge in Nanan is a "grain shortage area". The annual volume of grain sales is among the best in the country. It has become the largest "rice bag" in the province.

In recent years, Nanan has built up a relatively complete industrial chain for building materials, plumbing, food, flowers and so on.

Jinjiang, which is next to Nanan, has large scale and influential markets such as shoes, automobiles, steel, food, ceramics and so on. Some of them have high popularity in the whole country.

"With the help of shoe market" first try ", at present, we have begun to carry out preliminary research on automobile, steel and other markets. If the shoe market is successfully integrated into the market, several other markets can also adopt this mode to grow and expand.

Li Zhangkai, deputy director of Jinjiang Municipal Finance Bureau, said.
