The outline pointed out that we will strive to achieve the four strategic objectives of textile and technological power, brand power, sustainable development power and talent power in 2020, and form the core competitiveness of China's modern textile industry system.


In the current situation of internal worries and difficulties, this goal is hopeful.

Wang Tiankai, President of the China Federation of textile industry, said: "since the international financial crisis, the situation at home and abroad has been extraordinarily complex and changeable, and the risks and challenges faced by the development of the textile industry are increasing.

But at the same time, we should also see that in the next 10 years, our country is in a critical period of building a moderately prosperous society. This basic fact determines that the textile industry is still in a period of great strategic opportunities, and the people's new starting point for a higher material and cultural life, the deepening of industrial development and the interrelationship between textile and other industries will continue to provide more room for the development of the textile industry, and the industry is fully qualified to achieve a higher level of development.


Of course, there is a realistic basis for this goal. The primary reason is the strong demand in the domestic market.


In recent years, with the improvement of living standards, China's urban and rural residents' demand for textile and clothing is also getting higher and higher.

According to the National Bureau of statistics, in 2011, the per capita disposable income of urban residents in China was 21809.8 yuan, an increase of 14.1% over 2010, a 8.4% increase at comparable prices, 1674.7 yuan in clothing and an increase of 15.95% over 2010, and a 13.45% increase at comparable prices.

In 2011, the net income of rural residents in China was 6977 yuan, an increase of 17.87% over 2010, a 11.4% increase in comparable prices, a 341.1 yuan per capita clothing expenditure, an increase of 29.5% over 2010, and a 17.52% increase in comparable prices (12.38%) for rural residents during the 11th Five-Year period.

The proportion of clothing expenditure for urban residents increased from 10.72% last year to 11.05%, and rural residents rose from 6.83% last year to 7.21%.


China Textile Industry Federation predicts that in the 2011~2020 years, the average growth rate of per capita clothing expenditure of urban residents in China is around 12.5%, and the average per capita clothing expenditure of rural residents is about 15%.

Coupled with population growth factors, the total clothing expenditure of urban and rural residents will grow by an average of 14.77% annually (in 2020, the population of China is expected to be 1 billion 400 million, and the ratio of urbanization to 60%).

The improvement of consumption level and aesthetic demand prompted the textile industry to accelerate pformation, integrate international resources, increase the value added of technology and brand, and move towards the high end of the industrial chain.


To this end, the China Federation of textile industry has proposed that the quality and efficiency of the textile industry should be maintained stable growth. The total industrial output value of textile enterprises above Designated Size will increase by 12.5% annually in the past 2011~2020 years.

The value of exports of textiles and clothing increased by an average of 7% annually, with an average annual growth of 7.5% during the "12th Five-Year" period and an average annual growth of 6% over the period of 13th Five-Year.

By 2020, the total export of fibre products reached US $400 billion.


For the positioning of China's textile industry in the next 10 years, Wang Tiankai said with confidence: "the textile industry as a basic and consumer oriented industry has always been a pillar type in the cause of building a well-off society in an all-round way, and has played an important role in people's livelihood and has played an advantageous role in international cooperation and competition.

Creating new advantages in international competition of textile industry

China's textile industry must first face the challenges of the low speed market of the major developed countries, and at the same time face the squeeze of developed countries' monopolistic advantages with the high-tech innovation system and the internationally famous brands. The adjustment of industrial policies in developed countries and the return of the real economy to the competition in the high-end fields of China's textile industry will become more intense. A group of emerging market economies will face severe challenges in the contemporary international market with their labor cost advantages and the increasingly fierce competition in the international value chain.

At the same time, the problems of imbalance, disharmony and unsustainability in the development of China's textile industry are still outstanding. There are still many obstacles to the development of science and technology. The labor cost of the textile industry has entered a sustained high growth period, and the constraints of resources and environment have increased. The contradictions and problems in the long term rough development and accumulation have not been fundamentally solved. The traditional low cost manufacturing competitive advantage has declined significantly, and the new competitive advantage towards the high-end value chain is far from enough.

"China's textile industry is facing a severe test of the new international positioning and new advantages. Regardless of the new changes in the external environment or the new constraints of internal development, China's textile industry needs to be accelerated from big to strong."

However, if we want to break through, we must never take the old road, we need to move towards the high end of the industrial chain and enhance our core competitiveness.

This is mainly reflected in the upgrading of innovation capability, including the upgrading of manufacturing technology and the enhancement of R & D capabilities.

Du Yuzhou said that if we grasp the new and high technology, we will seize the initiative of the new division of labor in the global economy.

However, the innovation ability of China's textile industry is not strong at present. The path of technological progress is basically in the form of technology catching up and technology introduction. Although many enterprises adopt first-class equipment technology, the value of innovation is not high.


To this end, the China Federation of textile industry has proposed to pform the traditional textile industry with advanced technology, expand the proportion of new product design and R & D production in the industrial scale, expand the application of textile products in strategic emerging industries such as new materials, new energy, energy saving and environmental protection, and guide enterprises to increase R & D investment. In 2020, the intensity of R & D input of Enterprises above Designated Size reached over 1.5%.


In addition, it is also necessary to pform the manufacturing manufacturing industry from the low end of the industrial value chain to the innovative manufacturing industry with core competitiveness and independent brand creativity, especially to increase the intensity of brand building and layout the terminal market.


The China Textile Industry Federation has put forward that in the aspect of brand value, the concentration degree of famous brand enterprises should be greatly improved. By 2020, the sales revenue of leading brand enterprises will account for more than 30% of the sales revenue of Enterprises above Designated Size, and the total profit will account for more than 50%, and the proportion of independent brand export will be increased.


"We should not only integrate the supply chain, integrate the supply chain, create brand integration advantages, but also encourage the brand to go out and use capital strength to enhance cross regional and pnational resource allocation capabilities."

Wang Tiankai said that in the 2011~2020 years, the proportion of independent brand exports will be doubled.


At the same time, we should basically establish a sustainable development mode of low carbon, green and circular economy, and the indicators of energy conservation and emission reduction should be further reduced during the "13th Five-Year" period.

In order to adapt to the strategic readjustment of the national economic structure and build the long-term mechanism for expanding domestic demand, the textile industry must first meet the total consumption demand of the average annual growth of 14.5% in urban and rural areas in the second ten years of building a well-off society in an all-round way. We should use the new competitive advantage to make good use of two domestic and foreign resources, expand the market, meet the needs of people's better employment and create a better ecological environment for the people.

Second, we should fully adapt to the needs of the pformation and development of the manufacturing industry in the middle and later stages of industrialization, and the need to establish a modern industrial system, and speed up the demand for industrial textiles, especially high-tech textiles, and maintain an average annual growth rate of 7.5% for industrial textiles.

Third, accelerate the pformation of the mode of industrial export growth, expand the textile industry's participation in international cooperation and competition, integrate international resources, and enhance the brand discourse right to the international market.
