According to the "opinion", Fujian will strive to 2020, the added value of sports noumenal industry accounts for more than 10% of the added value of sports industry in the province, the growth rate is higher than the growth rate of the sports industry's added value in the same period; the number of sports industry employment accounts for more than 3% of the total number of employees in the whole province, and the three indexes of regular participation in physical training population, per capita sports area and per capita sports consumption expenditure rank the highest in the country.

On the basis of existing ones, we will create 3-5 state-level sports industry bases, promote the listing of 10-15 sports enterprises, form the "Fujian sports industry plate", vigorously enhance the core competitiveness of sports goods enterprises, promote the leading international enterprises to take the road of international development, cultivate 1-2 international sports brands, and promote the development of sports.

The implementation opinions on accelerating the development of sports industry put forward six real support.

During the "12th Five-Year" period, the provincial finance and provincial departments concerned will co-ordinate the arrangement of certain funds and set up a special fund for the development of sports industry in the province, mainly to support the construction of sports goods industry brand and sports public service platform, to support technological pformation of key projects in sports industry, to upgrade products, to support enterprises in developing market and marketing platform, to encourage enterprises to participate in national and regional key exhibitions, to support enterprise building headquarters economy, logistics platform, to support sports talents training, sports competition performance, fitness and leisure industry chain construction and sports advertising promotion.

At the same time, we should encourage all cities and districts to co-ordinate part of the funds from the special funds of the relevant departments of the city, set up special funds for the development of sports industry, and stimulate the social capital to invest in sports industry through market operation.

The local sports departments will give the importing party a 20% discount on the rental of the venues for the introduction of major international and domestic competitions by social forces.

We should establish a performance appraisal mechanism for sports industry investment, and further improve capital management and improve efficiency.

In terms of industrial policies, we should make full use of Fujian's fiscal and taxation preferential policies, introduce domestic and foreign strategic investors, and guide non-public capital into sports industry.

We should relax market access conditions and encourage non public capital to invest in sports industry by means of sole proprietorship, joint venture, cooperation, joint venture, equity participation and franchising.

All kinds of sports enterprises that encourage individuals, enterprises and social organizations to participate in the establishment of state policies in various forms will enjoy equal treatment with state-owned units in such aspects as market access, planning and construction, land acquisition, tax reduction and exemption, and professional title evaluation of employees.

A sports enterprise invested in establishing a company system allows its registered capital to be injected in stages within two years. The initial amount of investment is not less than 20% of the registered capital and the minimum amount of the statutory registered capital.

Investors are allowed to set up sports enterprises by evaluating the value of intangible assets such as trademarks, brands, technologies, scientific research achievements and so on, and the proportion of capital contribution to share capital is less than 70%.

The sports enterprises in Fujian province that invest in the sports industry belt and key sports industry projects in the sports industry and take venture capital forms to introduce venture capital institutions to participate in asset restructuring, and the shares held by the venture capital institutions account for more than 30% of the total capital stock of the enterprises, shall be given appropriate awards.

Encourage and support qualified sports enterprises to enter capital market financing, and promote financial support for sports industry development.

Implementation of tax and fee support policies.

对企业从事服务于体育相关新兴产业，取得的符合条件的技术转让所得免征、减征企业所得税;对符合条件的体育类非营利组织的收入免于征收企业所得税;企业为开发新技术、新产品、新工艺发生的研究开发费用，未形成无形资产计入当期损益的，在按照规定据实扣除的基础上，按照研究开发费用的50%加计扣除，形成无形资产的，按照无形资产成本的150%摊销;企业发生的符合条件的广告费和业务宣传费支出，不超过当年销售(营业)收入15%的部分，准予扣除，超过部分，准予在以后纳税年度结转扣除;对财政部门拨付事业经费的体育场馆、体育学校自用的办公用房、公务用房和单位自身用于开展体育训练、比赛、培训、健身服务等业务用房，免征房产税和土地使用税;体育企业缴纳房产税、城镇土地使用税确有困难的，报经税务机关审批后享受减免税;对新建的跨省市企业

The donation amount to 12% of the total annual profits can be deducted when calculating the taxable income amount. Individuals who donate 30% of the taxable income to the sports public welfare undertakings by social organizations or state organs in China can be deducted when calculating the taxable income.

Promoting independent innovation of sports enterprises.

Scientific and technological innovation projects implemented by sports enterprises may apply for science and technology projects at or above the provincial level.

The new products of the sports industry development have been identified by the relevant departments of the provincial level, and are rewarded according to the regulations for the designation of excellent new products. If the sports goods enterprises identified as state-level or provincial-level enterprise technology centers declare the development projects that meet the requirements, they shall be supported by funds according to the regulations.

To support the entry of sports scientific research institutes in Fujian, to set up branches of the famous sports institutions and research institutes in Fujian, to establish technological support relations and to implement R & D projects, and to give financial support to those who meet the requirements.

At the same time, it is necessary to encourage qualified cities, counties and districts to support all kinds of sports enterprises to create brands, and give corresponding rewards to sports enterprises that have won the reputation of "China's world famous brand products", "China's well-known trademarks" and "China's export famous brand products".

Support sports enterprises to open up international market.

Financial support should be provided to sports enterprises that meet relevant policies and regulations to participate in various international exhibitions and trade fairs, such as international exhibitions, overseas trade fairs and overseas mergers and acquisitions.

Promote the digitalization of sports establishments and sports service products in Fujian, build Fujian sports resource database, sports operation project database, sports business information database and sports talent information database, help consumers and all kinds of sports enterprises to understand the investment and operation information of sports industry, and promote the upgrading of sports industry structure and the rapid flow of resources in the province.

Implementation of land security policy.

In the preparation of overall land use planning, city, district (county) overall planning and main functional area planning, all regions should give priority support to national and provincial sports industrial bases (demonstration parks).

We should actively support the units that have obtained land by way of allocation, and use the stock property and land resources such as industrial plants, warehouses, traditional businesses and rural idle houses to set up sports industry. After the approval of the people's Government of the city and county, the nature of the allocated land will be retained.

The relevant departments should give strong support to large and medium-sized public sports facilities and key sports industry projects in the process of approval, planning and land approval.
