High energy consumption or high profit?


According to the plan, the "West Sea Water Diversion Project" will lift the sea water from the northwest coast of Bohai to an altitude of 1200 meters above sea level. It will go to the southeast of the Inner Mongolia Autonomous Region, and then the trough surface of the east-west direction of the 42 degree north latitude line will flow northward through Yanshan and Yinshan.


This means that the project will pass through four mountains and a lake, covering eight major deserts in Western China.


According to Wang Xiushun, the "West Sea Water Diversion Project" is mainly divided into two stages. The first stage is from the northwest coast of Bohai to the height of 1200 meters. The whole process is pported by glass tube with a diameter of 3.2 meters. In the second part, a 320 kilometer underground tunnel is needed to pport seawater to the desalination plant in Xilinguole Meng, Inner Mongolia.


According to the calculation of Hongyuan company, the total investment of the first phase of the project is 62 billion 800 million yuan, of which the construction cost is 56 billion 700 million yuan.


Although the cost of construction accounts for most of the total investment, experts believe that the cost of pumping energy and the cost of seawater desalination should not be underestimated.


"Large area pumping needs strong power support, which is too much energy consumption. Now the state of energy is so tight, unless we can learn from the experience of foreign wind power and solar energy in similar projects."

Zhang Boting, Deputy Secretary General of the China Hydropower Engineering Society, said in an interview with our reporter.


In view of the high cost of pumping water, Wang Xiushun said that during the pumping process, the project can make full use of the wind power resources in Inner Mongolia. At the same time, he further stressed that with the promotion of the project, solar energy will also be applied to the pumping system.


"Wind energy itself is unstable. It is impossible to rely on wind power to complete such a large pumping capacity."

In addition, in the sea water desalination process, Wang Xiushun said it would make full use of the residual heat generated by local coal chemical enterprises and power plants to dilute and desalination seawater.


"The thermal utilization efficiency of coal chemical enterprises and power plants is only 37% now. In addition to the volatile part, we can also use 50% of the residual heat, which can also provide part of the energy consumption in seawater desalination process."

Wang Xiushun said.


Wang Xiushun also made calculations to reporters. According to the preliminary planning of Hongyuan company, the company plans to pfer 3.65 million tons of seawater annually, which can achieve 4 billion 700 million economic benefits per year. The average cost of seawater desalination is about 4 yuan per ton, and the cost of wind water diversion is about 2 yuan.


"Excluding costs, we can earn 1 billion every year."

According to Wang Xiushun, Hongyuan company has reached an agreement with Shenhua, Datang and other enterprises. The price of seawater desalination is 10 yuan per ton.


"The conclusion that scientists can draw from theory does not mean that they can be operated practically. I think the project will be implemented 30 to 50 years later."

Zhang Boting told reporters.


According to the calculation of Hongyuan company, the static investment recovery period (including 3 years construction period) is about 6 years before tax, and about 7 years after tax, and the internal rate of return is about 20%.


"We have been preparing for this project for 6 years, and 51 research institutes such as the China Water Conservancy and Hydropower Research Institute have participated in the evaluation and research. This is not an Arabian tale."

Sea utility dispute


"Agricultural water saving and groundwater and even snow water are not conducive to long-term development in our region.

At the same time, it will also destroy the ecological balance.

The project of "land and sea co ordination and sea water westward pfer" is a major strategic choice for China at present and is also conducive to the development of regional advantageous resources.

However, like the "south to North Water Diversion Project" to alleviate the serious shortage of water in northern China and the Three Gorges project, which is built to solve the problem of flooding in the lower reaches of the Yangtze River, there are also some core problems of "ecological adjustment in the west of the sea", such as natural disasters caused by man-made climate change, and the formation of saline alkaline dry depressions along the Inner Mongolia border.

At the same time, some experts questioned the practicability of seawater.


At present, some coastal cities have caused changes in soil pH due to seawater intrusion. If the sea is leaking along the way, Inner Mongolia and Xinjiang, which lack rainfall, are likely to lead to salinization of the land.


Zhang Baoyin, secretary general and senior engineer of the ocean branch of China high tech Industrialization Research Association, said that introducing seawater will not affect the inland soil structure, which will not cause any consequences.


"The Gulf water is connected to the Pacific Ocean. The self purification period is 5 years, and the introduction of seawater in the Gulf of Bohai can shorten the purification cycle, promote environmental changes in the Bohai Bay area, and even promote the development of aquaculture."

Zhang Baoyin said.


"We have solved the environmental problems. The fiberglass pipes conveying seawater have advanced technology for corrosion prevention and leakage prevention. The pipeline construction is also responsible for the China Railway Construction Group. Therefore, both in terms of technology and construction, we have protection."
