The organizational system of Chinese trade unions is the establishment of two systems of local trade unions and industrial unions under the unified leadership of the all China Federation of trade unions.



The all China Federation of trade unions is the highest leading body of trade unions in China and represents China's trade union organizations in international activities.

The Executive Committee of the all China Federation of trade unions is elected by the National Congress of the Chinese trade union and is the executive body of the National Congress of the Chinese trade union.

During the session of the National Congress, the Executive Committee was responsible for implementing the resolutions of the general assembly and leading the work of trade unions nationwide.

During the plenary session of the Executive Committee of the all China Federation of trade unions, the presidium shall exercise the functions and powers of the Executive Committee, and the bureau shall have a secretariat to preside over the daily work of the all China Federation of trade unions.

The terms of office of the Executive Committee of the all China Federation of trade unions, the chairman and vice chairmen, the chairman of the Bureau and the Secretary of the Secretariat are the same as those of the National Congress of the Chinese trade union, and each term is 5 years.



The local trade union congress at all levels is the authority of the general trade unions at all levels, convened by the general trade union committee of the same level, and is held every 5 years.

The local federation of trade unions at all levels shall implement the decisions of the higher level trade unions and the resolutions of the trade union congresses at the same level, and lead the trade union work in this area, and report to the higher level Federation of trade unions regularly.

According to the need of work, the Federation of trade unions of provinces and autonomous regions may set up representative offices in the region, and the Federation of trade unions in municipalities directly under the central government and municipalities directly under the central government may establish trade union organizations at the district level or set up representative offices.

At present, the establishment of trade union organizations at all levels in China is unified with the administrative divisions of the state, and can be divided into three levels: provincial, municipality directly under the central government, autonomous regional Federation of trade unions, provinces, municipalities, autonomous prefectures, trade unions or provincial and autonomous regional trade union offices; county (city) and flag general trade unions.

In some developed areas, township trade unions and urban street trade unions have emerged.

The township and street trade unions have dual functions of local trade unions and grass-roots trade unions. In the current situation of private enterprises, foreign-funded enterprises and township enterprises, labor unions are not perfect and trade unions are still relatively weak. Township and street trade unions play a more important role in the trade unions at the grass-roots level, directly undertaking and dealing with the difficult work and contradictions and problems faced by new trade unions.



The industrial union is a trade union organization established according to the industrial system.

The establishment of industrial unions is mainly divided into national industrial unions and local industrial unions at all levels.

The establishment of the national industrial union is determined by the all China Federation of trade unions.

In accordance with the distribution of the national economic sector, with the approval of the all China Federation of trade unions, there are currently 10 national industrial unions. Among them, 3 national industrial unions, including railways, civil aviation and finance, have implemented the dual leadership of industrial unions and local trade unions. With the leading system of industrial union leadership, the remaining 7 national industrial unions have implemented the dual leadership of the national industrial union and local trade union, with the system of local trade union leadership as the main body.

According to the provisions of the constitution of the trade union of China, the National Committee of the industrial union can be formed in accordance with the principle of joint system and representative system, and may also be elected by the National Congress of the industrial trade union for a term of 5 years.



The establishment of local industrial trade unions at all levels shall be determined by the local federation of trade unions at the same level in accordance with the actual situation of the local area.

In addition to the vertical leadership of the industrial union, the rest of the industrial union organizations do not require the upper and lower counterparts.

The principles of its establishment committee and trade union leadership are roughly the same as those of the national industrial union.
